Leaders Program

An Industry-Driven Initiative for Responsible Lubricant Packaging Recycling

Interchange 360’s Leaders Program is a foundational collection program designed to demonstrate responsible management of petroleum and lubricant materials in states and counties where full Extended Producer Responsibility (EPR) programs—an environmental policy approach that makes manufacturers responsibility for the entire life cycle of their product packaging, including collection and recycling after consumer use—are not yet active.

It allows industry to show environmental leadership now, while helping build the data, infrastructure, and best practices needed for future EPR requirements. 

Why the Leaders Program Matters 

Many jurisdictions are preparing for EPR, but formal compliance pathways for petroleum and automotive packaging are still emerging. The Leaders Program bridges that gap by:

  • Supporting existing collection networks with clear expectations and consistent handling practices.
  • Showing readiness to comply before mandates begin. 
  • Providing early data and insights to help shape future state programs. 
  • Improving environmental outcomes by diverting petroleum and automotive packaging from improper disposal. 

Program Objectives

  • Provide transparent reporting and recycling metrics. 
  • Reduce future compliance uncertainty for generators and service providers.

How Participation Works 

Participation is simple and works within existing collection systems. 

  • Generators use their current collection or drop-off channels. 
  • Collectors enroll with Interchange 360 as participating sites. 
  • Basic collection data is reported to Interchange 360. 
  • No major operational changes or new equipment are required. 
  • Interchange 360 provides program materials, guidance, and annual reporting. 

Materials Covered 

The Leaders Program includes everything on the Applicable Materials List.

Program Recognition 

Interchange 360 will highlight participating organizations in external communications efforts, public and media relations, impact snapshots, state updates, and future program reports.
