Maine

Maine was the first U.S. state to pass EPR legislation for packaging (LD 1541, passed in 2021), with implementation led by the Maine Department of Environmental Protection and an upcoming PRO selection process.
Complying with Extended Producer Responsibility (EPR) begins with collecting data related to product distribution in each state and material specifications on packaging and we have created a Producer Guidance Document that can help you with this process. You can find that document, along with other relevant information, on the Producers page.

Maine Base Dues
Program operations in Maine are funded by producer fees managed by Interchange 360 as a nonprofit organization. The fees are based on the estimated cost to operate the program and the amount of material being sold into the state. Each individual producer’s fees are based on the volume of covered materials it sells into the state. Producers are responsible for paying back to the start date of planning fees regardless of their join date. To learn more about fees, visit our Producer Fees/Dues page.
