David Lawes, CEO
As CEO of LPMA powered by Interchange 360, David provides visionary leadership and strategic direction, driving growth and innovation across all states. He fosters strong stakeholder relationships while ensuring the organization’s reputation and market position continue to thrive.
David has extensive experience in Extended Producer Responsibility (EPR), having served as a regulator in British Columbia and as CEO of Interchange Recycling, the established stewardship organization for petroleum and automotive-related products in BC and Yukon. His expertise has been instrumental in shaping EPR program development in countries around the world. David’s passion for the industry guides the Board of Directors and Staff as LPMA powered by Interchange 360 works to launch new programs in new states.

Kelly Duran, Chief Communications Officer
As Chief Communications Officer, Kelly leads LPMA’s communications strategy across multiple jurisdictions, shaping how the organization engages with producers, regulators, and the public. She drives brand visibility, stakeholder trust, and reputation management at the executive level, working with the CEO and Board to align communications with organizational goals. Kelly ensures complex regulatory updates are translated into clear, actionable messaging that resonates with diverse audiences.
Kelly brings more than 15 years of communications and marketing experience to the team, including the past six years spent as the Director of Communications for Interchange Recycling where she developed communications strategies for the EPR program for petroleum and automotive related products in British Columbia.

Galina Wexler, VP, Finance & Administration
As the VP, Finance and Administration, Galina oversees the financial and administrative operations of LPMA powered by Interchange 360, ensuring fiscal responsibility, operational efficiency, and compliance across all functions.
Galina brings over 15 years of experience in accounting, finance, and operations, with a background that spans nonprofits, startups, and global corporations. Prior to joining LPMA, Galina held leadership roles that focused on financial strategy, risk management, and organizational planning, with a strong emphasis on mission-driven work. Their professional approach is grounded in the belief that financial success includes a commitment to social and environmental responsibility.
Galina holds dual degrees in Accounting and Government & Politics from the University of Maryland and has built a career on the principles of strategic leadership, adaptability, and continuous improvement.

Mark Carpenter, Director of Membership Services
As the Director of Membership Services, Mark works closely with producers of petroleum and petroleum-related products to develop strategic compliance solutions for EPR laws.
Mark joined LPMA powered by Interchange 360 directly from Circular Action Alliance (CAA) where he worked on producer engagement and communications outreach as part of the project team building the organization’s foundation. Prior to CAA, he spent 10 years at an association representing the recycled materials industry where he developed and implemented member and external communications strategies. Mark started his career in U.S. politics working on advocacy campaigns, in senior positions on Capitol Hill, and on political campaigns spanning all levels of government.

Shelly Fuller, Director of Operations
As the Director of Operations, Shelly leads program delivery across multiple states, ensuring operational excellence and regulatory compliance. She collaborates closely with stakeholders to implement effective recycling systems and drive continuous improvement.
Shelly brings more than a decade of hazardous materials leadership to LPMA powered by Interchange 360. She joins us from Boulder County, where she served for 12 years as the Hazardous Materials Program Manager. Before that, she held roles as Hazardous Materials Manager and Hazardous Materials Specialist in Mesa County. Shelly is also a respected voice in the industry, currently serving as President of the Rocky Mountain Chapter of the North American Hazardous Materials Management Association (NAHMMA) and as a member of NAHMMA’s Board of Directors.

Cristina Perez, Executive Assistant
As Executive Assistant at LPMA powered by Interchange 360, Cristina plays a vital role in ensuring the organization’s operations run smoothly. She manages all Board of Directors’ communications, meetings, and governance details as well as providing high-level administrative support to the CEO and senior staff.
Cristina’s years of experience managing projects while providing high-level executive support has equipped her with a unique blend of organizational skills, adaptability, and professionalism.
