Media Release – Washington State Confirms Interchange 360 as Compliance Pathway Under Recycling Reform Act

Interchange 360 has been confirmed by the Washington Department of Ecology as a group of producers intending to operate an Alternative Collection Program (ACP) under Washington’s Recycling Reform Act (RRA). 

This confirmation recognizes Interchange 360 as a compliance pathway for producers of lubricant, petroleum, and automotive packaging as Washington implements its new Extended Producer Responsibility (EPR) framework. 

Under the RRA, producers may comply either through a Producer Responsibility Organization (PRO) or through an approved ACP designed for materials that require a specialized collection and recycling system. Interchange 360 intends to develop and operate such a program, tailored to the unique handling, recovery, and recycling needs of petroleum and automotive packaging. 

“We appreciate the Department of Ecology recognizing the need for specialized collection systems for petroleum and automotive packaging,” said David Lawes, CEO of Interchange 360. “Our team is excited to work with partners across Washington to build a program that strengthens recycling infrastructure and delivers meaningful results.” 

Washington also announced the selection of Circular Action Alliance (CAA) as the PRO responsible for implementing the state’s packaging EPR program. 

Interchange 360 will coordinate with Ecology and other stakeholders as implementation moves forward to ensure producers have clear compliance options and that the appropriate infrastructure is developed for petroleum and automotive packaging. 

Producers that sell materials on Interchange 360’s Applicable Products List should register by July 1, 2026. To register, obligated producers must sign a Participation Agreement and return it to memberservices@interchange360.com. A list of registered producers will be shared with the Department of Ecology after the July 1, 2026 registration deadline. 

As part of the next phase of implementation, Ecology will determine the cost allocation for the one-time payment required under the RRA, due September 1. Interchange 360 will work with Ecology and CAA to determine an equitable approach to allocating those costs. 

Additional details about Interchange 360’s Washington program will be shared as implementation progresses.
