Producer Registration Opens in Washington State

Companies that meet the definition of producer in Washington State must register with a Producer Responsibility Organization (PRO) by July 1, 2026, to be in compliance with the state’s Recycling Reform Act (SB 5284). While no PRO has been officially named by the state at this point—the deadline to apply is not until March 1, 2026—Interchange 360 officially applied to operate an Alternative Collection Program (ACP) for the petroleum and lubricants industry. Therefore, producers who register with Interchange 360 will be considered compliant.

Registration works similar to other states. Producers who sell anything that is included on our Applicable Products List should sign the Washington State Participation Agreement and email it as soon as possible to memberservices@interchange360.com. Planning fees will not go into effect until Interchange 360 is approved by the state as a compliance option. We anticipate this happening anytime between now and mid-Spring 2026.

The state has yet to go through its rulemaking process, which means many of the details of the law have yet to be worked out. At this time, we anticipate the program operating similar to our operations in Colorado. However, as the rulemaking process takes place, we will provide timely updates to all participating producers.
