State Response

Interchange 360 is a national nonprofit organization formed by and for the petroleum and automotive industry to support producers in navigating Extended Producer Responsibility (EPR) regulations across the United States.

We are actively engaged in all states with enacted EPR laws—working alongside regulators, stakeholders, and industry partners to help shape collection and recycling programs that reflect the unique needs of petroleum-based products and packaging. Our approach is grounded in collaboration, transparency, and a commitment to environmental stewardship.

To date, states including California, Colorado, Maine, Oregon, Vermont, Minnesota, Washington, and Maryland have passed EPR legislation, each with distinct regulatory frameworks. Interchange 360 monitors these developments closely and supports producers in understanding their obligations and preparing for participation in state-specific programs.

In jurisdictions where a single Producer Responsibility Organization (PRO) is designated, Interchange 360 advocates for complementary, sector-specific solutions that align with the intent of the law. In states addressing Household Hazardous Waste (HHW), including both fluids and packaging, Interchange 360 works to ensure that petroleum industry needs are considered in program design and implementation.

As EPR regulations continue to evolve, Interchange 360 remains committed to advancing cost-effective, industry-led solutions that promote circularity and responsible packaging management.
