Washington State Producer Registration Deadline: July 1, 2026
• NewsAny company selling products into Washington State should have July 1, 2026, circled on their calendar. The date marks the statutory compliance deadline under the state’s Recycling Reform Act (SB 5284) establishing an Extended Producer Responsibility (EPR) program for packaging in Washington. Any producer must be registered by then to continue selling covered products in the state.
Interchange 360 has been acknowledged by the Washington State Department of Ecology as an Alternative Collection Program compliance option for materials on its Applicable Products List. Producers of automotive containers, petroleum products, and lubricants or other petroleum-related products can register with Interchange 360 to meet their compliance obligations.
Program Details:
As the state is in the beginning stages of its rulemaking, many program details are yet to be determined. However, there are currently no reporting requirements or fees.
The deadline for Interchange 360 to submit a program plan to the state is October 2028, once rulemaking is complete. Our program plan will be made available for public feedback prior to submission and will include operational and compliance details. It will also be consistent with other state compliance programs as allowed under the law.
Recommended Producer Action: Producers that sell materials on Interchange 360’s Applicable Products List should register by register July 1, 2026. To register, producers simply need to sign a Washington Participation Agreement and email it memberservices@interchange360.com. Once submitted, producers will be included on a list of participating companies that will be shared with the Department of Ecology following the state deadline as required by law.

Timeline
- July 1, 2026 – Producers must either belong to a PRO/ACP or register their own individual plan with the state.
- September 1, 2026 – One-time PRO/ACP/individual registration payment to the Department of ecology due.
- December 31, 2026 – Department of Ecology must complete its preliminary needs assessment.
- December 31, 2027 – Department of Ecology must complete its final needs assessment.
- October 2028 – Producer responsibility plan due to the state.
- 2030 – Program implementation begins.
