On March 4, 2026, Interchange 360 was confirmed by the Washington Department of Ecology as a group of producers intending to operate an Alternative Collection Program (ACP) under Washington’s Recycling Reform Act (RRA).
This confirmation recognizes Interchange 360 as a compliance pathway for producers of lubricant, petroleum, and automotive packaging as Washington implements its new Extended Producer Responsibility (EPR) framework.
Producers that sell materials on Interchange 360’s Applicable Products List should register by July 1, 2026. To register, obligated producers must sign a Participation Agreement and return it to memberservices@interchange360.com. A list of registered producers will be shared with the Department of Ecology after the July 1, 2026 registration deadline.
Under the RRA, producers may comply either through a Producer Responsibility Organization (PRO) or through an approved ACP designed for materials that require a specialized collection and recycling system. Interchange 360 intends to develop and operate such a program, tailored to the unique handling, recovery, and recycling needs of petroleum and automotive packaging.

Producer Registration by July 1, 2026
The state deadline for producers to register is July 1, 2026. If you are a producer selling products on our Applicable Products List into Washington, we encourage you to sign the Washington Participation Agreement and return it to memberservices@interchange360.com as soon as possible. There are no fees or reporting requirements until Interchange 360 is approved as a compliance option in the state.
Timeline
State-mandated dates relevant to producers:
- January 1, 2026 – Producers must appoint a Producer Responsibility Organization (PRO) to address covered materials.
- January 29, 2026 – Interchange 360 submits its ACP application to the Department of Ecology.
- March 1, 2026 – PRO deadline to register with the Department of Ecology.
- After July 1, 2026 – Producers must either belong to a PRO or register their own individual plan with the state.
- September 1, 2026 – One-time PRO/individual registration payment to the Department of Ecology.
- October 1, 2028 – First plan due.
- March 1, 2029 – Sales prohibition for producers not in good standing with a PRO or individual plan.
