Our compliance work in Colorado has begun and completing the Participation Agreement below is the first step to ensuring you are fully compliant with the obligations as Producers under the Colorado Producer Responsibility Program for Statewide Recycling Act.

Complying with Extended Producer Responsibility (EPR) begins with collecting data related to product distribution in each state and material specifications on packaging and we have created a document that can help you with this process. You can find that document, along with other relevant information, on the Producers page. 


Participation Agreement

Completing the Participation Agreement registers you as an Interchange 360 Participant as we develop a compliance pathway in Colorado.

How can I ensure I’m fully compliant with my Producer Obligations?

Completing the Colorado Participation Agreement is the first step to ensuring you are fully compliant with the obligations as Producers under the Producer Responsibility for Statewide Recycling Act.

How do I know if my company is considered a Producer in Colorado?

The Colorado Department of Public Health & Environment (CDPHE) has developed a Producer Determination Chart to help Producers understand their obligations.
Please note, this is applicable only to Colorado and should not be considered the law for other states.

When and how do we file our Remittance Report and make a payment?

Producers will need to fill out and submit a Remittance Report on a quarterly basis for each state. The Remittance Form, along with a sample form and Producer Guidance Document, can be found in our Producer Resource Center.

Note: The 2024 Q3/Q4 Colorado report and payment is due by January 31, 2025.

Do you have a list of Applicable Products in Colorado?

Yes. For the benefit of Producers, we plan on maintaining a consistent list of Applicable Products List for our program across all states. View the list here.

Has Interchange 360 submitted an Individual Producer Plan (IPP) in Colorado?

Yes. On December 31, 2024, Interchange 360 submitted an IPP to the Colorado Department of Public Health & Environment (CDPHE). The Advisory Board completed the review of the plan on February 12, 2025.
